9. DISTRICT MERIT SEATS:-
The District Merit Seats of Bolan Medical College
are distributed among the 30 Districts/Agencies
of Balochistan. After the enhancement of district
quota, the ratio of population and seats becomes
one seat for each 53622 population on average
basis. However, it cannot be strictly followed
because of certain policies / reasons, e.g. 02
seats have been fixed as the minimum number of
seats for each district irrespective of population

ii. The “Unclaimed District
Merit MBBS Seats” shall be given to the
candidates of the same Zone on merit and if no
eligible candidate is available in the respective
Zone, then, unclaimed seats shall be allocated
to the general candidates on Provincial merit
basis within a period of 60 days.
10. MBBS SEATS RESERVED FOR CANDIDATES
UNDER SPECIAL CATEGORIES A, B, C, D ,E, F AND
G:
i. SPECIAL CATEGORY-A:(COMPRISES:
i. TEACHING CADRE WITH MINIMUM POST GRADUATE QUALIFICATION
SERVING IN BMC, QUETTA ii. POSTGRADUATE DEMONSTRATOR
SERVING IN BMC, QUETTA)
The children of only those teaching cadre doctors
and postgraduate demonstrators who have served
in the Bolan Medical College, Quetta for at least
five years are eligible for the seat. The children
of retired and/or deceased doctors under this
category are also eligible for the seat provided
that the deceased and/or retired doctor had at
least five years service at his/ her credit before
retirement and/or death.
ii. SPECIAL CATEGORY-B:
(COMPRISES: i. GENERAL CADRE ii. MANAGEMENT CADRE
AND iii. SPECIALIST CADRE)
The children of only those General Cadre, Management
Cadre, Specialist Cadre doctors who have served
in the Provincial Health Department for at least
five years are eligible for the seat. The children
of retired and/or deceased doctors under this
category are also eligible for the seat provided
that the deceased and/or retired doctor had at
least five years service at his/ her credit before
retirement and/or death.
iii. SPECIAL CATEGORY-C:
(COMPRISES CHILDREN OF DOCTORS SERVING IN BALOCHISTAN
UNDER FEDERAL HEALTH DEPARTMENT AND VARIOUS PROVINCIAL
DEPARTMENTS, OTHER THAN PROVINCIAL HEALTH DEPARTMENT)
The children of only those local / domiciled doctors
of Balochistan Province who have served in Balochistan
under Federal Health Department or various Provincial
Departments of Balochistan other than Provincial
Health Department Balochistan for at least five
years are eligible for the seat. The children
of retired and/or deceased doctors under this
category are also eligible for the seat provided
that the deceased and/or retired doctor had at
least five years service at his/ her credit before
retirement and/or death.
iv. If a seat, reserved for the
candidates under any Special Category A,B and
/ or C falls vacant due to non availability of
an eligible candidate, such vacant seat shall
be given to the candidates of other categories
on merit basis. If there is no eligible candidate
from all the three categories under A, B and /
or C, then such vacant seat shall be allocated
to general candidates on Provincial merit basis.
v. SPECIAL CATEGORY-D:
(COMPRISES NON DOCTORS GOVERNMENT SERVANTS OF
DIFFERENT CADRES SERVING IN BMC,QUETTA)
The children of only those non doctors Government
servants of different cadres who have served in
the Bolan Medical College, Quetta for at least
ten years are eligible for the seat. The children
of retired and/or deceased doctors under this
category are also eligible for the seat provided
that the deceased and/or retired doctor had at
least ten years service at his/ her credit before
retirement and/or death.
vi. SPECIAL CATEGORY-E: (COMPRISES: NON
DOCTORS GOVERNMENT SERVANTS OF DIFFERENT CADRES
INCLUDING PARAMEDICAL STAFF SERVING IN PROVINCIAL
HEALTH DEPARTMENT, EXCLUDING BMC, QUETTA)
The children of only those non doctors government
servants of different cadres and paramedical staff
who have served in the Provincial Health Department
for at least ten years are eligible for the seat.
The children of retired and/or deceased doctors
under this category are also eligible for the
seat provided that the deceased and/or retired
doctor had at least ten years service at his/
her credit before retirement and/or death. This
category excludes employees of BMC, Quetta.
vii. If any seat, reserved for the candidates
under Categories D and/or E falls vacant due to
non availability of an eligible candidate, such
vacant seat shall be given to the candidates of
other category on merit basis. If there is no
eligible candidate from both the categories under
D and / or E, then such vacant seat shall be allocated
to general candidates on Provincial merit basis.
viii. DEFINITION OF DOCTOR :
The word doctor used above for categories A,B,C,D
and E means only the incumbent having government
service purely on the basis of at least MBBS /
BDS qualification and registered with Pakistan
Medical &Dental Council.
ix. SPECIAL CATEGORY –F: (COMPRISES
DISABLED STUDENTS OF BALOCHISTAN)
A. The candidate applying against the seat reserved
for the disabled candidates shall have to produce
a certificate from the Medical Board, constituted
by Government of Balochistan. The Medical Board
shall be guided by the definition of the World
Health Organization in respect of the disabled
person. The Selection Committee reserves the right
to refer it to special committee in case the medical
certificate is not covered in accordance with
the requirement of WHO.
B. DEFINITION OF DISABILITY IN TERMS OF
(WHO) IN CASE OF IMPAIRMENT / DISABILITY / HANDICAP
:
a. IMPAIRMENT: impairment is
defined as “any loss” or abnormality
of psychological, physiological or anatomical
structure or action: e.g. loss of foot, defective
vision or mental retardation. Impairment may be
visible, temporary or permanent, aggressive or
regressive. Further, one impairment may lead to
the development of “secondary” impairments
as in the case of leprosy: damage to nerves (primary
impairment) may lead to plantar (secondary impairment).
b. DISABILITY: A disability has
been defined as” any restriction or lack
of ability to perform an activity in the manner
or within the range considered normal for a human
being. Because of an impairment, the affected
person gets unable to carry out certain activities
which are considered normal for his seat etc”.
This inability to carry out certain activities
is termed liability”.
c. HANDICAP: Handicap is defined
as “ a disadvantage for a given individual,
resulting from an impairment or a disability,
that limits or prevents the fulfillment of a role
that is normal (depending on age, sex, and social
and cultural factors) for that individual”.
As a result of disability or impairment the person
experiences certain disadvantages in life and
is not able to discharge the obligations required
of him and play the role expected of him in society.
This is termed “handicap”.
Taking accident as a example, the above terms
can be explained further as follows:

x. The unclaimed seat, under this category, shall
be given to the general candidates on Provincial
merit basis within a period of 60 days.
xi. CATEGORY –G: (COMPRISES CHILDREN
OF MINORITY COMMUNITIES OF BALOCHISTAN)
xii. The unclaimed seat, under this category,
shall be given to the general candidates on Provincial
merit basis within a period of 60 days.
11. A candidate can apply at
a time for a seat under only one special category
even if he / she is eligible for more than one
categories. If he / she applies for more than
one category at a time, his / her candidature
shall be cancelled.
EXAMPLE 1:
“Mr. Anwar ” is a candidate. His father
is a teaching cadre doctor in BMC, Quetta for
the last 12 years. His father also belongs to
“Minority Community”.
In this way “Mr. Anwar ” is eligible
to apply for category “ A” as well
as category “G”. But in accordance
with the said Rule, “Mr. Anwar ”can
apply either for category “A” or for
category “G”. He can not apply at
a time for category “A” as well as
category “G”.
EXAMPLE 2:
“Mr. Anwar ” is a disable candidate.
His father has been serving as a Dispenser in
Provincial Health Department for the last 12 years.
In this way “Mr. Anwar ” is eligible
to apply for category “F” as well
as category “G”. But in accordance
with the said Rule, “Mr. Anwar ”can
apply either for category “F” or for
category “E”. He can not apply at
a time for category “E” as well as
“F”
EXAMPLE 3:
“Mr. Anwar ”is a disable candidate.
His father also belongs to “Minority Community”.
In this way “Mr. Anwar ”is eligible
to apply for category “ F” as well
as category “G”. But in accordance
with the said Rule “Mr. Anwar ” can
apply either for category “F” or for
category “G”. He can not apply at
a time for category “F” as well as
category “G”.
12. The candidates simultaneously
applying for the “District Merit MBBS Seats”
and the “MBBS Seats Reserved for candidates
under Special Categories” will have to indicate
their first choice and second choice respectively
on separate application forms. If choice is not
indicated and he/she appears for interview for
district merit as well as special category seat,
it will be the discretion of the Selection Committee
to nominate him/her against anyone seat.
13. The Parents who have already
availed the facility of “MBBS Seats Reserved
for candidates under Special Categories”
by getting his/her two children admitted against
the respective quota seats shall not be entitled
to avail this privilege for the third time in
any case.
14. CHOICE OF MEDICAL
COLLEGES:
The choice of Medical Colleges shall be according
to the written option of the candidate on the
basis of his merit position.
15. CHANGE OF MEDICAL
INSTITUTION:
Change of medical institution is allowed even
after the result is declared. However, change
of institution can not be made after enrolment
of a candidate in a medical institution.
16. The candidate simultaneously
applying for MBBS and BDS course shall indicate
their 1st and 2nd preference on the application
form for the respective courses. The admission
to MBBS and BDS course is mutually interchangeable.
17. The nomination papers and
documents of candidates applying against the “Seats
Reserved for Foreign Nationals”
shall be forwarded by the Federal Government,
before the specified date and may allocate these
seats to any country, as per policy. Nominations
shall not be accepted after 60 days of commencement
of the academic session.
18. The nomination papers and
documents of the candidates applying against the
“Seats Reserved for the candidates
of FATA, AJ&K, Northern Areas, Punjab (Reciprocal)
and Sindh (Reciprocal)” shall be
forwarded by the concerned Ministry to the Secretary
Government of Balochistan Health Department, Quetta
before the specified date. Nominations shall not
be accepted after 60 days of commencement of the
academic session.
19. The “Unclaimed / Unfilled
Seats Reserved for the candidates of Foreign Nations,
FATA, AJ&K, Northern Areas, Punjab (Reciprocal)
and Sindh (Reciprocal)” shall stand abolished
within 60 days of commencement of the academic
session.

(COMPRISES: i. GENERAL CADRE ii. MANAGEMENT
CADRE AND iii. SPECIALIST CADRE)
The children of only those General Cadre , Management
Cadre, Specialist Cadre doctors who have served
in the Provincial Health Department for at least
five years are eligible for the seat. The children
of retired and/or deceased doctors under this
category are also eligible for the seat provided
that the deceased and/or retired doctor had at
least five years service at his/ her credit before
retirement and/or death.
iii. SPECIAL CATEGORY-C:
(COMPRISES CHILDREN OF DOCTORS SERVING
IN BALOCHISTAN UNDER FEDERAL HEALTH DEPARTMENT
AND VARIOUS PROVINCIALDEPARTMENTS, OTHER THAN
PROVINCIAL HEALTH DEPARTMENT)
The children of only those local / domiciled doctors
of Balochistan Province who have served in Balochistan
under Federal Health Department or various Provincial
Departments of Balochistan other than Provincial
Health Department Balochistan for at least five
years are eligible for the seat. The children
of retired and/or deceased doctors under this
category are also eligible for the seat provided
that the deceased and/or retired doctor had at
least five years service at his/ her credit before
retirement and/or death.
iv. If a seat, reserved for the candidates under
any Special Category A,B and / or C falls vacant
due to non availability of an eligible candidate,
such vacant seat shall be given to the candidates
of other categories on merit basis. If there is
no eligible candidate from all the three categories
under A, B and / or C, then such vacant seat shall
be allocated to general candidates on Provincial
merit basis.
v. DEFINITION OF DOCTOR :
The word doctor used above for categories A,B,C,D
and E means only the incumbent having government
service purely on the basis of at least MBBS /
BDS qualification and registered with Pakistan
Medical &Dental Council.
vi. SPECIAL CATEGORY-D:
(COMPRISES NON DOCTORS GOVERNMENT SERVANTS
OF DIFFERENT CADRES SERVING IN BMC,QUETTA)
The children of only those non doctors Government
servants of different cadres who have served in
the Bolan Medical College, Quetta for at least
ten years are eligible for the seat. The children
of retired and/or deceased doctors under this
category are also eligible for the seat provided
that the deceased and/or retired doctor had at
least ten years service at his/ her credit before
retirement and/or death.
vii. SPECIAL CATEGORY-E:
(COMPRISES: NON DOCTORS GOVERNMENT SERVANTS
OF DIFFERENT CADRES INCLUDING PARAMEDICAL STAFF
SERVING IN PROVINCIAL HEALTH DEPARTMENT, EXCLUDING
BMC, QUETTA )
The children of only those non doctors government
servants of different cadres and paramedical staff
who have served in the Provincial Health Department
for at least ten years are eligible for the seat.
The children of retired and/or deceased doctors
under this category are also eligible for the
seat provided that the deceased and/or retired
doctor had at least ten years service at his/
her credit before retirement and/or death. This
category exclude employees of BMC, Quetta.
viii. If any seat, reserved for the candidates
under Categories D and/or E falls vacant due to
non availability of an eligible candidate, such
vacant seat shall be given to the candidates of
other category on merit basis. If there is no
eligible candidate from both the categories under
D and / or E, then such vacant seat shall be allocated
to general candidates on Provincial merit basis.
28. A candidate can apply at
a time for a seat under only one special category
even if he / she is eligible for more than one
categories. If he / she applies for more than
one category at a time, his / her candidature
shall be cancelled.
EXAMPLE 1:
“Mr. Anwar” is a candidate. His father
is a teaching cadre doctor in BMC, Quetta for
the last 12 years. His father also belongs to
“Minority Community”.
In this way “Mr. Anwar” is eligible
to apply for category “A” as well
as category “G”. But in accordance
with the said Rule, “Mr. Anwar”can
apply either for category “A” or for
category “G”. He can not apply at
a time for category “A” as well as
category “G”.
EXAMPLE 2:
“Mr. Anwar” is a disable candidate.
His father has been serving as a Dispenser in
Provincial Health Department for the last 12 years.
In this way “Mr. Anwar” is eligible
to apply for category “F” as well
as “E”. But in accordance with the
said Rule, “Mr. Anwar” can apply either
for category “F” or for category “E”.
He can not apply at a time for category “E”
as well as “F”
29. The candidates simultaneously
applying for the “District Merit BDS Seats”
and the “BDS Seats Reserved for candidates
under Special Categories” will have to indicate
their first choice and second choice respectively
on separate application forms. If choice is not
indicated and he/she appears for interview for
district merit as well as special category seat,
it will be the discretion of the Selection Committee
to nominate him/her against anyone seat.
30. The Parents who have already
availed the facility of “BDS Seats Reserved
for candidates under Special Categories”
by getting his/her two children admitted against
the respective quota seats shall not be entitled
to avail this privilege for the third time in
any case.
31. CHOICE OF MEDICAL COLLEGES:
The choice of Medical Colleges shall be according
to the written option of the candidate on the
basis of his merit position. Once right of choice
is exercised it shall not change in any case.
32. CHANGE OF MEDICAL INSTITUTION:
Change of medical institution is allowed even
after the result is declared. However, change
of institution can not be made after enrolment
of a candidate in a medical institution.
33. The candidate simultaneously
applying for MBBS and BDS course shall indicate
their 1st and 2nd preference on the application
form for the respective courses. The admission
to MBBS and BDS course is mutually interchangeable.
